-Q UNIVERSITY OF CALIFORNIA, SANTA BARBARA L-77 TRAINING REACTOR DOCKET NO. 50 433 AMEN 0 MENT TO FACILITY OPERATING LICENSE Amendment No. 2 License No. R-124 1.

The Nuclear Regulatory Commission (the Ccmmission) has found that:

A.

The facility will operate in conformity with the provisions of the Atomic Energy Act of 1954, as amended, and the rules and regulations of the Comission; B.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health 3.d safety of the public, and (ii) that such activities will be conducted in ccepliance with the Commission's regulations;.

C.

The issuance of this amendment will not be inimical to the common dafense and security or to the health and safety of the public; D.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the. Commission's regulations and all applicable requirements have been satisfied; and E.

Publication of notice of this amendment is not required 'since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

Accordingly, Facility Operating ligense N.o.. R-124.. is.hereby amended by adding paragraph 2.C.(~3), which reads as follows:

Physical Security Plan The licensee shall maintain in effect and fully imolement all provisiens of the NRC approved security plan, including amendesnos and changes made pursuant to 10 CFR 50.5a(p).

The approved security plan, withheld frca public disclosure oursuant to 10 CFR 2.790(d), consists of a document entitled,

"?,evised Physical Security Plan For The L-77 Training Reactor",

submitted by letter dated November 2, 1979.

We have determined that this amendment will not result in any significant environmental impact and that it does not constitute a major CommissionWe action significantly affecting the quality of the human environment.

have also determined that this action is not one of those covered by 10 CFR H Sl.5(a) or (b). Havfrg made these determinations, we have further concluded that, pursuant to i0 CFR E 51.5(d)(4), an environmental impact appraisal and negative declaration need not be prepared in connection with issuance of this amendment.

The documents comprising the currently approved security plan for the University of California, Santa Barbara L-77 Training Reactor and our evaluation findings have been placed in the Commission's files, pursuant to 10 CFR 2.790(d),

this information is being withheld from public disclosure.
