9f 0 ) o In regard to the defueling of the UCSB L-77 training reactor:

We have appliedi for listing as authorized user of the fuel shipping containers, instead of Rockwell as the user, and are awaiting approval.

Rockwell and I have considered your questions and replied to them. liost of the confusion was over thelatel for the gas valve. But I am in the process of revising the defueling procedures, and get'ing them reviewed by our Reactor Operations Committee. Because the campus has been shut down since December 21 and will not resume until January 2, it has not been possible to complete the procedures and review. tieedless to say, we have not begun defueling. If the necessary approvals are received in time, we still project sometime in January 1986 for the defueling.

On another matter:

One of the motiondetectors in the reactor area was found not to transmit a signal to l

Police Dispatch, during routine weekly testing on December 27, 1985. A,. technician was called, but he has been unable to fix it because of the campus shutdown. fleanwhile, I have obtained increased, frequent patrols of the reactor facility by the campus police, and these will continue until the problem is solved. The other motion detector still covers the fuel port. All door alarms test satisfactory. Other indications are normal (vacuum gage, logn and linear flux levels while shutdown).
