NRC REVIEW 0F UNIVERSITY OF CALIFORNIA, SANTA BARBARA, L-77 RESEARCH REACTOR DECOMMISSIONING PLAN We are continuing our review of the Decommissioning Plan that has been submitted in support of your application for authorization to decommission your L-77 research reactor. During our review of the additional information you had submitted in support of your Decommissioning Plan, several questions have arisen for which we require additional information and clarification.

These questions are based on your response dated March 24, 1986 to our request for additional information dated February 20, 1986. You are requested to document responses to the enclosed questions within 30 days of the date of this letter. Following receipt of the information we will complete our evaluation of your plans for decomissioning. If you have questions regarding this review, contact John Dosa, Project Manager, at (301) 492-8207.

Enclosure Follow Up Questions To UCSB Licensee's Response to Original Question #

12 and Region V #5 In your response to these questions you state that while the Nal(Tl) scintillation detector is energy sensitive, this fact is not significant when measuring radiation from activated concrete. Please describe basis for this statement. Explain how an energy sensitive NaI(TI) your scintillation detector will be cross calibrated against a Reuter-Stokes RS-111 HPIC which is not energy sensitive. How reliable is this technique if energies of activated products in the medium to be surveyed are unknown? Will you cross-calibrate the detectors separately for each different media surveyed using this technique?

Region V #1 Iri your response to this question you state that a sample of the shield water will be analyzed using a gas flow proportional counter. Is this a low background. gas flow proportional counter? Please identify the system you will be using.
