SANTA BARBARA. CALICORNIA 93106 ROBERT A. IIUTTENBACK Chancellor at Santa Barbara July 13, 1984 Mr. G. P. Yuhas, Chief Reactor Radiation Protection Service U. S. Nuclear Regulatory Commission Region V 1450 Maria Lane Walnut Creek, CA 94596

Dear Sir:

Re:

Docket No. 50-433 In reply to the Notice of Violation dated July 6, 2984, concerning an operator whose license was allowed to expire:

This was an oversight on the part of the operator and UCSB.

In the past, a reminder notice was sent by the NRC, and we were not aware that this was no longer being done. The specific actions we have taken are:

(a) Corrective action to get the operator relicensed has been initiated. The application with qualifications and medical examination forms has been submitted already to NRC Region V.

A written and operating exam is to be administered in August. We anticipate the operator will have no diffi-culty in passing the relicensing examination.

(b) Corrective steps to avoid a recurrence of the violation have been taken.

The guide for quarterly audits has been revised to include a check of expiration date of licenses. Also, we plan to post the new license where it can be seen and checked frequently.

(c) Full compliance will be achieved when the new license is issued. We have not yet been informed of the date of the relicensing exam or issuance of license, but anticipate this will be accomplished in August or early September 1984. Meanwhile, the reactor will not be operated.

Sincerely, Robert J. Kroes Vice Chancellor Adminstrative Services cc: Ross A. Scarano 0408130094 840807 PDR ADOCK 05000433 0
