This is to inform the Commission that a Notice of~ Violation and Proposed

' Imposition of Civil Penalty in the amount of $25,000 will be issued on or about July 25, 1990'to 111nois Power Company (Clinton). This action is.

based'on~ technical specification violations whereby licensed operators performed '

multiple control rod withdrawals during startup without the main' turbine bypass- D valves closed as required. The proposed civil penalty.was mitigated by 50% i for the extensive corrective actions ur.dertaken after senior management became aware of the event.' It should be noted that the licensee has not been  ;

specifically informed of the enforcement action. The schedule of issuance and notification is:

i Mailing of Notice July 25, 1990 Telephone Notification of Licensee July 25,1990 The State of-Illinois will be notified. '

The licensee has thirty days from the date of the Notice in which to respond. 9

.Following NRC evaluation of the response, the civil penalty may_be remitted, i mitigated, or imposed by Order.
