When the operator o.f an NPP has determined that an incident involving the potential for a radioactive release has occurred, he will classify the incident and provide appropriate details to State Radiologi-cal Health. Radiological 1 Health, using plant and . offsite monitoring data will determine the neces- a sary action to be taken and will so advise State Civil Defense. Civil Defense, in turn, will convey the status to FEMA Region IV. Verification of a nuclear incident and the current status will be . accomplished through a return call to the conveyor . of the message. State EOC activation will normally occur with an " Alert" emergency class and will remain activated to the degree necessary until the incident has abated or is under control. Full EOC activation would normally occur with a " Site Emergency".

2. An incident at an NPP which warrants direct par-ticipation by state or federal agencies will necessitate activating a Central EOC (CEOC) -

operation near the NPP from which the agencies can operate. The CEOC will be co-located in the most suitable local EOC and, if feasible, located further than ten miles from an NPP. A pre-designated CEOC will contribute to a more orderly induction of O federal and state agencies into the problem, enhance interagency coordination and contribute to more accurate and timely information for decision making. Because existing EOCs probably cannot accommodate all of the additional personnel, the applicable local Civil Defense Director must predetermine his EOC capacity and coordinate for additional space. i Accordingly, federal and state agencies must limit to the extent possible the number of personnel assigned to a CEOC.

3. The designation of a CEOC for each NPP does not preclude the requirement for activation of EOC in all counties affected by an incident.
4. Communications requirements imposed by the influx of federal and state agencies whichare beyond the normal capability of the CEOC will be provided for by the appropriate agency.

The Division of Radi logical Health will publish and distribute all revis' ions to this plan and ensure proper accountability procedures' arc established. C. I. PURPOSE This Memorandum of Understanding establishes an a'greement between the Environmental Protection Division of the Georgia Department of Natural Resources, the Alabama Power Company, and the Alabama Radiation Control Agency concerning notification and emergency () response at the Joseph M. Earley Nuclear Plant, hereinafter referred to as " Plant Earley", which may result :in a potential or actual , release of radioactivity which presents or could present a serious i threat to the public health and safety of the populace of Georgia or the environment. AGREEMENT In accordance with the authority as stated in paragraph 2 in this Memorandum of Understanding, if an accident occurs at Plant Farley, the parties, agencies / department, agree as follows: A. The Alabama Power Company agrees:

1. That they are responsible for all on-site operations relating to an accident at Plant Farley.
2. That the following notification procedure will be followed:

(a) In the event of an emergency situation at Plant Farley, other than a general emergency, the Alabama Power Company will notify the Alabama Radiation Control Agency, which will in turn notify the Georgia , Department of Natural Resources - Environmental Protection Division. f (b) In the event of a general emergency situation (the criteria for such emergency as defined by current NUREG 0654 guidelines) at Plant Farley, the Alabama l l Power Company will notify the Sheriff's Office in

Overall' State control for an NPP incident 1 will be initially exercised from the State Civil i Defense Emergency Operations Center (EOC). The Central Emergency Operations Center (CEOC) concept (see Basic Plan) will be put into effect if the State control authority transfers operation from the State ECC to the vicinity of an NPP. D. Civil Defense will take actions as outlined in the Master Checklist Guide to coincide with the class of the incident and the current situation. In all cases the Civil Defense Director (s) in affected counties will be notified of an incident. If primary notifi-cation contact at any level of an incident cannot be made within five minutes, alternate notification pro-cedures will be initiated. E. The State EOC will be activated for an " Alert" or higher emergency class. Staffing level will be based on an evaluation of the situation by Radiological Health and Civil Defense. However, when the State Direction and Control authority transfers location to a CEOC, State EOC activities will normally be reduced i to an information only status which would preclude full manning. F. Communications in the State EOC or CEOC will be used to receive and evaluate information, disseminate in-structions, coordinate operations and advise local, state and federal agencies. O IV. A nuclear incident at an NPP may constitute a health hazard for the - {- . populace through the release of radioactive materials into the ' environment. Positive and immediate analysis coupled with effective. decision making will be required to protect the public health and

safety in case of such an incident.

B. An incident could develop slowly, providing sufficient time to I institute effective protective measures. . The possibility also j exists that an incident .could develop in an extremely short - time

frame which would require instant communications and the decision to implement preplanned actions to protect the populace.

C. The State Department of Public' Health is designated as the State ! Radiation Control Agency (RCA), chaired by the State Health Officer. The RCA is the State decision making organization for protection of

III. vRGANIZATIONAL STRUCTURE A. Alabama law designates the Department of Public Health as the-l

  • Radiation Control Agency of the State of Alabama and empowers the l State Health Officer as Director of said agency. During a radiation emergency, all divisions and organizational elements' of the Depart-ment of Public Health needed to accomplish the mission will function as a part of, the Radiation Control Agency acting at the direction of the State Health Officer. In the event of circumstances at a nuclear power generation plant that require an immediate action to protect the public health and safety, the Director of the Division O- _ of Radiological Health or his alternate is authorized to order or

The radiation emergency response actions of each organizational (~' branch of the Department of Public Health shall be coordinated by A and at the general direction of the Division of Radiological Health acting as the Alabama Radiation Control Agency. C. The Alabama Radiation Control Agency in a radiation amergency is headed by the State Health Officer, whose alternate is the Director of the Environmental Health Administration, whose alternate is the Director of the Division of Radiological Health. IV. CONCEPT OF, OPERATIONS , A. The Alabama Radiation Control Agency, a division of the Department of Public Health, will be notified by the operator of.an NPP of an incident at a plant (Annex A, Appendix 2, Tab A). Using this infor-mation, together with environmental monitoring and meterological information, Radiological Health will determine the protective actions needed and issue any orders necessary to meet the situation. Such orders shall have the effect of law. B. Information on the status of the incident and the protective actions ordered shall be immediately transmitted to the State Civil Defense duty officer, the Governor's Office, and the director or administrator of each organizational branch of the Department of Public Health neaded to implement the protective actions ordered. Civil Defense will relay this information to the affected counties and appropriate state agencies. b N/ C. The Radiation Control Agency will assess the need for radiological monitoring resources and will request off-site aseistance from federal agencies and recommend to the Governor the need for request-ing such assistance from other states. D. The utility will continually advise Radiological Health of the plant status throughout the timeframe of an incident. Radiological Health will analyze this information, coupled with radiological monitoring data and meteorological parameters, to revise and update the protective l actions as necessary, i ! V. RESPONSIBILITIES A. Radiation Control Agency

1. Evaluate a nuclear incident and determine the necessary protective actions to include recommendation of appropriate health orders and the determination of the geographical area affected.

B. Environmental Health Administration Laboratory

1. Coordinate with the Radiation Control Agency on the number of O- samples to be analyzed and the type of analyses performed.
2. Dispatch the available. portable analysis equipment and/or TLD reader to the local county health department nearest the CEOC. *'
3. Provide sufficient staff to perform analyses at this location as well as utilizing the fixed equipment in Montgomery.
4. Distribute the samples collected and brought in for analyses to the various federal and state radiological laboratories providing assis tance. Collect and record the results of such analyses.

C. The Division of Inspection

1. Coordinate with Radiological ~ Health on the area that raw milk is expected to exceed the protective action concentration levels.
2. Identify the dairies within the affected area and stop distri-bution of suspected raw milk which was milked more than six hours following the incident. Hold milk until tested.
3. Notify the appropriate county environmentalists about sample collection and delivery. Radiological Health will inform Inspection of the location (s) and time (s) available for aralyses.

EVALUATION OF RELEASES AND RELEASE POTENTIALS O All off-site dose projections occurring in incidents shall be - calculated using the Posquill-Gifford method and/or the methodology found in EPA-520/1-75-001, augmented by Environmental Monitoring data. In the absence of other information, use the initial or, highest release-rate and extend this release rate for a period of four hours, then cut this release rate in half and extend it for a period of twenty hours. In the absence of definite meteorological data, an atmospheric stability class of "F" is' assumed. This gives you the initial projected population dose. Use this value until definite information is available from the facility or Environmental Monitoring. As information is developed by the facility providing more accurate release rates, then the projected dose to the population will be adjusted reflecting the corrected release rates. It is recognized that an initial release rate may initiate protective actions in excess of those actually necessary when population dose is actually measured from the actual release of contaminants. Using the methodology above, the Alabama Radiation Control Agency will determine the distance from the facility within which protective actions are required. III. 1. For initial and follow-up notification, the reactor operator notifies designated personnel of Alabama Department of Public Health in all cases except when the situation developed with such suddenness that the initial notification is that the initial release rates will cause dosages to the populace in excess of the Type A Protective Action Guides in Appendix I of this Annex. In this case, initial notification goes first to the county 24 hour duty station in each county affected followed by notification of the designated individual of the Alabama Department of Public Health.
2. The individual receiving the notification will first authenticate the origin I of the message, then determine the protective actions needed in accordance

3. The individual will notify the State Healch Officer or Bureau Director if immediately available; otherwise, issue any necessary health order. If confirmed Type A Action, the individual may proceed to Step 4, then perform Step 3.

 ,og  II. CONTAMINATION CONTROL Lj-The monitoring of all evacuees from the Plume Exposure Pathway Emergency Planning Zone is neither anticipated nor deemed practical since most of these individuals would have already departed by the time
      . monitoring teams are available to perform this function. Contamination monitoring will be limited to emergency personnel and evacuees who are believed to have been exposed to high levels of radiation (greater than 100 mR/h, or approximately 20 pCi/cm3 of radioiodine) or airborne particulate radioactivity for more than an hour. This monitoring problem will be particularly prevalent where airborne particulate radioactivity is detected beyond the facility boundary or when it is necessary to send emergency rescue parties into these high level radiation areas close to the facility. Screening for the presence of beta and gamma contamination on emergency personnel and equipment leaving evacuated areas will be performed at each county self-protection station or at stations along exit routes from the evacuated area, outside the plume, to monitor personnel, vehicles, and equipment leaving such areas.      The f acilities (water, detergent, clean clothing, etc.) to perform the necessary decontamination will be located nearby. Decontamination operations, particularly of personnel, will be' instituted as soon as possible. Equipment which cannot be readily decontaminated should be placed in segregated storage until sufficient time, material, and manpower can be made available to complete the procedure.

Screening of evacuees will be done at the Evacuee Reception (-] Center. Emergency radiation workers and evacuees who are known to have

 \_J      been exposed to the plume for a significant period of time prior to evacuation will be surveyed using an appropriate survey meter equipped with a headphone and the standard probe in the open window position.

The survey should be made holding the probe approximately 1 inch from the surface and moving the probe at a speed of no more than 6 inches per second. Unless otherwise directed by the Alabama Radiation Control Agency, a sustained count rate above background in excess of 250 cpm will be considered sufficient to warrant decontamination. Decontamination will consist of first removing contaminated clothing, then washing with copious quantities of soap and water.

  • Additional details can be found in the Alabama publication " Radio-logical Decontamination". Careful attention should be paid to the hair.

l As a part of each survey, a rough check of the thyroid dosage should be made by holding the probe (beta shield closed) adjacent to an individual's thyroid in a horizontal position immediately below the Adam's Apple. The count rate in excess of both that caused by back-ground and surface contamination on *.he individual's clothing and skin is assumed to be due to the thyroid uptake. From this thyroid count rate, an approximation of the thyroid uptake can be obtained from the conversions given in the. table on the following page:

The local health department representative will collect samples of milk from the dairies specified by the Division of Inspection. A one-gallon sample shall be taken. Ten ml of formaldehyde or three tablespoons of rubbing alcohol must be added to each sample as a preservative. Samples must be properly tagged with the producer dairy's name and permit number. Samples are not to be refrigerated and are to be delivered to the location specified by the Division of ' Inspection. E. Analysis will be performed by the Environmental Health Administration Laboratory augmented by federal laboratory assistance. The prepositioned , three part form will be used to report the results. F. The Division of Inspection will notify the local health department representative and the producers when the milk from each dairy has been cleared for human consumption. The local health department representative will notify the individual dairy. IV. RESPONSIBILITIES The responsibilties of the RCA and its various divisions, bureaus, and departments are as delineated in Section V of Annex B of the Alabama Radio-

  • logical Emergency Response Plan for Nuclear Power Plants.

Re-entry of employees of the utility and the U. S. Nuclear Regulatory Commission (NRC) will be as prescribed by those respective agencies. An area will be considered unacceptable for re-entry of the public when the resulting re-entry would cause any member of the populace re-entering the area to receive a dose in excess of the dose commitments given below: R=E+P Where: R = Total dose commitment to the populace; E = The highest individual doses estimated to have been received prior to and during evacuation; P = The maximum projected exposure dose to any individual if public re-entry to an evacuated area As permitted. (~N Re-entry will be permitted when: ()

1. R is less than the Type A Protective Action Guides as found in Appendix 1 of this Annex and P is less than 500 millirem whole body and/or 1.5 rem thyroid or other organ; or
2. If P is less than 167 millirem whole body and 0.5 rem thyroid or other organ, and R is greater than the Class A Protective Action Guides.

Prior to rescission of any part of any public health evacuation order by the Alabama Radiation Control Agency, each individual sample location, as shown on the

Environmental Sample Location Map, that is within the evacuation sector (s) under consideration will be surveyed in accordance with Appendix 4 of this Annex and dose projections prepared by the Alabama Radiation Control Agency. In the event the dcse projections are not uniform over the evacuation sector (s) under consideration, the Alabama Radiation Control Agency may rescind the Public Health Evacuation order for part(s) of a sector (s) accordingly.

The order rescinding protective actions will be transmitted as shown in Appendix 2 of this Annex. The order will be transmitted to other state agencies as shown in Annex A. When the size of the evacuation area has been reduced by a revised public health order, law enforcement officers will move their control points to the outer boundary of the revised evacuation area. Ib entry into the area, except re-entry (~g environmental monitoring, will be made without the expressed approval of both the V CEOC director and the Alabama Radiation Control Agency. B - 33

The Radiation Control Agency will arrange for analysis of the crop samples, interpret the results, and issue condemnation orders for those crops that are a menace to the public health. E. The Department of Agriculture and Industries will enforce any condemnation or summary destruction of food crops ordered by the Radiation Control Agency (RCA) . IV. RESPONSIBILITIES The responsibilities of the RCA and the Department of Agriculture and Industries are contained in Section V of Annex B and Section IV

Coordination and control of this action will be exercised through mobile communications. Pro-cedures will be established with local TV and radio stations to augment the' manual notification procedure with broadcast messages. IV. Responsibilities A. Local Ci*ril Defense Director

1. Provide for emergency communications for local agencies in the EOC during a_ nuclear incident at Browns Ferry. .

Personnel who serve as monitors in local emergency ser-vices self-protected monitoring stations (two in each station)L are required by separate directive to complete the 16-hour FEMA Basic Radiological Monitoring ~ course and a four hour refresher course every -two years there-after. These courses will: include the REP material and will suf fice for REP training in the years completed. However, every other year the monitors must complete the refresher course in order to meet the annual IUSP training requirements. IV. Responsibilities A. State Civil Defense in conjunction with Radiological Health will develop the initial and refresher course. B. Local governments are responsible for identifying r' individuals who are required to complete the REP ( _ training and assure their participation in these courses. Madison County, strictly a host county, will have different and' fewer individuals identified to complete this training. Local Civil Defense will keep accurate records of training accomplished. V. REV. 1 8-1-81 ,o s- III. CONCEPT OF OPERATIONS A. Local RPU's will be notified of an incident at Browns Ferry Nuclear Power Plant by their County Civil Defense Coordinator. Normally these personnel will be notified for an on-site " alert" or higher plant emergency status. Ensuing actions will be based upon the protective actions ordered by RCA, the amount of or potential for particulate releases, and the severity of the situation. Emergency worker radiation protection will be performed at the general direction of the RCA in accordance with Appendix 3 of Annex B of the Alabama Radiological Emergency Response Plan for Nuclear Power Plants. B. Emergency radiation monitors (ERM's) from both the local health department and the staff of the Division of Radiological Health will be notified by the Morgan County Civil Defense Coordinator and/or the RCA. They will be notified and dispatched upon requests from the RCA for off-site radiation data. Environmental monitoring will be performed at the direction of RCA in accordance with Appendix 4 of Annex B of the Alabama Radiological Emergency Response Plan for Nuclear Power Plants. C. The Tri-County dealth Department and the Northwest Alabama District Health Department will be notified as necessary by RCA and in turn dispatch nursing staff in accordance with Section (~)% (_ V. (F) of Annex B of the Alabama Radiological Emergency Response Plan for Nuclear Power Plants. Requests for augmentation with personnel assigned to other local health departments will be made by the local health officer through the Alabama Bureau of Public Health Nursing. D. The Division of Inspection of the Environmental Health Administration will be notified of any potential milk problems by the RCA. The Division of Inspection will notify milk producers, milk distributors, and local county sanitarians involved in milk inspection in accordance with Appendix 5 of Annex B of the State Plan. E. Department of Civil Defense (DCD) will notify the -Department of

  • Agriculture and Industries of an incident at the Bro"qs Ferry Nuclear Power Plant. Ensuing actions will be in accordance with Annex E of the Alabama Radiation Emergency Plan. RCA will describe the areas and crops to be sampled, arrange for their analysis, and issue condemnation orders in accordance with Annex B of the Alabama Radiological Emergency Plan for Nuclear Power Plants.

F. The Environmental Health Administration Laboratory will be notified of the potential need for radiological analysis by the () RCA. Analysis will be performed at the laboratory in Montgomery and at laboratory space provided at the Decatur office of the Tri-County Health Department. Requests for augmentation by federal and private resources will be made by the Director of the Alabama Radiation Control Agency. 11-B-2

RCA will arrange for the analysis of water samples and ' interpret the results of such analysis. The Division of Public Nater Supplies will notify public water producers, coordinate sample cellection, and control water supplies as needed. IV. RESPONSIBILITIES A. Alabama Radiation Control Agency

1. The responsibilities of the RCA and its various divisions are as delineated in Section V of Annex B of the Alabama Radiological Emergency Response Plan for Nuclear Power Plants.

B. County Civil Defense Coordinators

1. Notify RPW's of a nuclear incident at Browns Ferry and dispatch sufficient RPW team members to Self-Protection Sta tions and Evacuee Monitoring Sta tions.
2. Maintain communication with self protection stations and reception centers. Information on Radiological matters is to be transmit ted to RCA via the dedicated party line telephone.

The Division of Radiological Health will coordinate the internal administration of the RCA with each individual bureau, division, or department being responsible for their own internal administration and logistical support. B. RPW's will be under the administrative control of the County Civil Defense Coordinator, using procedures and methods as directed by the Alabama Radiation Control Agency. C. During radiation emergencies, state merit system employees from local health departments will be an integral part of the Alabama Radiation Control Agency, as shown in Attachment III to Annex B of the Alabama Radiological Energency Response Plan for Nuclear , Power Plants. Function The self protection station is the location at which the radiation protection workers (RPW) provide personal radiation protection to emergency workers involved in emeretacy activities having the potential for exposure to radioactivity released from the Browns Ferry Nuclear Power Plant.

B. Staffing The RPW staf f at each self-protection station will be assigned () and dispatched through the County Civil Defense Department. II. EVACUEE MONITORING STATION A. MISSION To protect the public health and safety from excessive exposure to ionizing radiation resulting from an incident at a nuclear power plant and to control all of f-site sources of ionizing radiation in Alabama. II. SITUATION AND ASSUMPTIONS A. A nuclear incident at a nuclear power plant may constitute a health hazard for the populace through the release of radio-active materials into the environment. Positive and immediate analysis coupled with effective decision-making will be required

   .             to protect the public health and safety in case of such an i               incident.

B. The possibility exists that an incident could develop which would require implementation of pre planned actions to protect the populace within the State of Alabama from ingestion of excessive amounts of radioactive materials. C. The State Department of Public Health is designated as the State Radiation Control Agency (RCA), chaired by the State Health Officer. The RCA is the decision-making organization for protection of the public health and safety during a radio-logical emergency. During immediate action conditions and on a day-to-day basis, the State Division of Radiological Health acts for the RCA and will declare or implement the necessary protective actions to protect the public. D. The professional staf f of the State Radiation Control Agency will provide the direction and procedures necessary to meet radiation problems. E. The Sequoyah Nuclear Power Plant is located so that only the ingestion exposure pathway EPZ impacts the State of Alabama. Thus, no law caforcement or emergency welfare services will be required. V-1

m REV. 1 7 3-1-81 III. CONCEPT OF OPERATIONS A. The Division of Inspection of the Environmental Health Adminis-tration will be notified of any potential milk problems by the RCA. The Division of Inspection will notify milk producers, milk distributors, and local county environmentalists involved in cilk inspection in accordance with Appendix 2 of Annex B of Alabama Radiation Emergency Response Plan for Nuclear Power Plants. B. State Civil Defense (SCD) will notify the Department of Agriculture and Industries of an incident at the Sequoyah Nuclear Power Plant. Ensuing actions will be in adcordance with Annex E of the Alabama Radiological Emergency Response Plan. RCA will describe the areas and crops to be sampled, arrange for their analysis, and issue condemnation orders in accordance with Annex B of the Alabama Radiological Emergency Response Plan. C. The Environmental Health Administration Laboratory will be notified of the potential need for radiological analysis by the RCA. Analysis will be performed at the laboratory in Montgomery and at laboratory space provided at the Jackson County Health Department. Requests for augmentation by federal and private resources will be made by the Director of the Alabama Radiation Control Agency. D. Agriculture Security will be conducted under State procedures. Requirements are outlined in ANNEX E of the Alabama Radiological Emergency Response Plan. E. The Division of Public Water Supplies will be notified by RCA of any potential water problems. RCA will arrange for the analysis of water samples and interpret the results of such analysis. The Division of Public Water Supplies will notify public water producers, coord?nate sample collection, and control water supplies as needed. IV. RESPONSIBILITIES

h. Alabama Radiation Control Agency The responsibilities of the RCA and its various divisions are as delineated in Section V of Annex B of the Alabama Emergency Response Plan for Nuclear Power Plants.

B. Alabama Department of Civil Defense The responsibilities of the State Civil Defense Department , are delineated in paragraphs C and D of Section IV of Annex A of the Alabama Radiological Response Plan for Nuclear Power Plants. Alabama Department of Agriculture and Industries 8 The responsibilities of the Department of Agriculture and Industries are as delineated in Section IV of Annex E of the Alabama Radiological Emergency Response Plan for Nuclear Power Plants. The Division of Radiological Health will coordinate the internal administration of the RCA (the Department of Public Health) with each individual bureau, division, or department being responsible for their own internal administration,and logistical support. C. During radiation emergencies, state merit system employees from local health departments will be an intergral part of the Alabama Radiation Control Agency, as shown in Attachment III to Annex B of the Alabama Radiation Emergency Plan. Administration and logistical support will be provided through RCA and the local health officers.
