TITLE: DIESEL GENERATOR A EMERGENCY LOAD ACCEPTANCE TEST CLASS: SAFETY RELATED SPECIAL TEST 88-16 BEV 0000 I

This test is conducted in two parts at the conclusion of Special Test 88-07.

Part I will setup all the required prerequisites to support Load Acceptance Test including initial valve time tests on Loop I and II RHR Test Return Valves. Part 2 will perform Load Acceptance test on A Diesel Generator with preselected loads.

Preselected loads will be determined by RTP and DNE to best follow the loading sequence from the Bechtel Load Study. Subject loads will be documented within procedural steps and tables with appropriate verification. Upon test completion, complete restoration will be provided to I

allow operations to restore plant to normal as required by operations or plant status.

l 4.0 PRECAUTIONS AND LIMITATIONS 4.1 Standard precautions for working around energized electrical equipment shall be followed.

4.2 If maintenance other than what is provided in this Special Test becomes necessary, a Maintenance Request shall be generated.

4.3 Mechanical Maintenance perscnnel will be required to support performance of this Special Test. Prior to test start they will manually roll the diesel engine one complete revolution with cylinder test valves open to eject excessive amounts of water or fuel oil that may have accumulated in the cylinders.

4.4 DPS0 personnel vill be required to support performance of this Special Test by setting up and operating recorders.

4.5 If during the performance of this instruction it becomes necessary to change test equipment, the identification number and calibration due state for the teet equipment along with the step numbers for which it was used shall be noted in the remarks section of the Special Test Review Form, Attachment 1.

4.6 Any test deficiency identified which is not corrected by the performance of this instruction shall be documented and dispositioned as required by PMI-17.1, Conduct of Testing.

4.7 Fast starts of the Diesel Generator after any Shutdown must be accomplished within fifteen (15) minutes or wait three (3) hours after shutdown.

4.8 (NRC/C] EXTREME CAUTION should be taken when installing and removing jumpers and insulating boots. Any inadvertent movement at the other contacts can automatically start the diesel generators and other critical systems. Only BFN manufactured HFA boots shall be used for booting of relay contacts.

minimum flow.

4.10 Do not exceed Core Spray Pump motor full load rating of 80 amps (steady state).

4.11 Normal RER flow is 9000 GPM. Minimum flow valve FCV-74-30 will open on flow less than or equal to 3500 GPM.

Low flow operation should be j

minimized because of excessive system vibr ation during low flow operation.

4.12 Do not axceed RHR Pump motor full load rr. ting of 255 amps (steady state).

4.13 Performance of this test will cause RER Pump 2A, Core Spray Pump 2A, RHRSW Pump A2, Raw Cooling Water Pump 1D, CRD Hydraulic Feed Pump 1B, and Fire Pump A to be inoperative.

4.14 Off Gas Stack Dilution fans must be operating when performing this test.

4.15 The Stack Fan Monitoring System must be operatiLg when performing this j

test.

4.16 Performance of this instruction will de-energize the normal power source for Unit 1 RPS Bus A which may cause a half scram.

If a half scram occurs it must bc raset as soon as possible.

J 4.17 Performance of this instruction will de-energize I & C Bus A each time 430V Shutdown Board 1A de-energizes. When this occurs Unit 1 Panel 9-9 normal supply will be de-energized and Panel 9-9 will auto transfer to its alternate supply and Panel 25-323, 24V Battery Chargers Al-1 and A2-1, VHP Radio, Fire Protection Supervised and Unsupervised, and Fire Protection System 24V Battery Charger will be de-energized. Upon restoration of power to 480V Shutdown Board 1A I & C Bus A will be re-energized and Panel 9-9 will auto transfer to its normal source and the other loads will be.de-energized.

4.18 Performance of this instruction will auto start Standby Gas Treatment Trains A, B, and C.

Steps should be taken to minimize dust loading and to prevent paint vapors, petroleum fumes, welding fumes, and other airborne contaminants reaching the HEPA filters and charcoal absorbers.

4.19 Battery Chargers 1, 2A, and 2B will be de-energized by the load shed signal.

Chargers may be manually returned to operation by Operations if desired.

4.20 Leads will be lifted to simulate common accident signal cancellation of undervoltage relay and loss of normal power to RH2 pump.
