SUBJECT:

CONTINUED ASSIGNMENT TO TMI-l RESTART I wish to bring to your attention a recent memoradum (R. H. Vollmer to H. R. Denton dated 12/28/79) which suggests that I will continue in my assignment to the TMI-l Restart effort on essentially a full-time basis through June 1980. The memorandum is both'a suprise and a disappointment.

l Based on an earlier discussion with our management (Roger Mattson), I was under the impression that my assignment to the TMI-1 Restart group would gradually revert back to the Reactor Fuels Section during the month of Decembar.

I would thereafter serve the Restart effort on a part-time (as-required) basis during 1930. This apparently is not the case.

Although my experience as a member of the former Lessons Learned Task Force has been utilized in the TMI-l Restart review, the majority of my efforts have been in a role as a subtask manager, rather than a technical contributor, in the review process.

I feel that such a contribution is neither unique nor technically rewarding.

I further believe that such an assignment (project management) has little to do with the job description (analysis and technical review) that was given to me with my appointment to the NRC staff.

r The TMI-l Restart Safety Evaluation to which I contributed has now been written. The evaluation is both comprehensive and technically sound.

I therefore believe that the time is right to resume my duties in the Core Performance Branch, and I would be very disappointed not to be able to do so.

I recognize the continued general manpower requirements of the TMI-l Restart effort and I propose a continuation of my efforts in this L

area on an as-required basis. However, I believe that a continued full-time assignment to this project would be neither in my best interest nor l

that of the agency.

I therefore ask your support in my effort to return to the Core Performance Branch.
