OF MEETING TO DISCUSS DIFFERING STAFF AND B&W POSITIONS ON EQUIPMENT CLASSIFICATION OF CHEMICAL ADDITION AND BORON RECOVERY SYSTEM On May 18~ ~1977 represent'atives^of"BNW and the' NRC staff met to11scuss-the seismic category and quality group classification of certain components--

of the chemical addition and baron recovery system (CA & BRS) used to achieve cold shutdown of the reactor during normal' shutdown operations. An attendance list is enclosed.

In Amendment 8 to the BSAR-205, B&W changed certain components of the CA &

BRS, which had previously been classified seismic category I, quality C components, to non-seismic, quality group D.

B&W representatives at this meeting said that they believed these components were "over-classified",

since a separate, safety grade source of borated water was available (the borated water storage tank) which could be used either during normal operations or in an emergency.

V. Benaroya stated, for the staff, that the changes proposed R* B&W to lower the classification of some CA & BRS components wers such that the overall design quality of the CA & BRS was reduced, that the proposed changes were a deviation from the recomendations of our Standarikeview Plan and Regulatory Guides 1.26 and 1.29, and that the proposed changes a

s were counter to our regulatory practice of upgrading where feasible and cost-beneficial to do so.

An alternative to seismic category I, quality class C components was suggested - the provisi.on of an additional, separate, safety grade source of concentrated boric acid.

V. Benaroya felt that this would probably be acceptable since this approach should result in a level of safety equiva-lent to present plant designs.

Staff members agreed that an acceptable resolution of this issue would be a return by B&W to the classification of CA & BRS components presented prior to Amendment 8 in Table 3.2-4 of the BSAR-205 document. B&W repre-sentatives present agreed that our meeting had been useful to thea, and that they would be able to resolve this issue in the near future for the BSAR-205 application.
