TELEPHONE CONVERSATION WITH BABCOCK AND WILCOX (B&W)
On May 19, 1977, staff members gathered in your office to participate in a conversation you suggested we have with the B&W licensing manager, James Taylor. Your purpose was to make certain that B&W understands our position with respect to (1) completion of the review of the B&W topical report 10085P concerning the RPS-2 reactor trip system, and (2) the relationship of that review to the BSAR-205 standard application for a PDA. The major points of discussion during the conversation are sesnarized in this memorandum. Participants are listed in the enclosure.
R. DeYoung told J. Taylor that our position relative to a BSAR-205 PDA issuance is essentially the same as it was for the CESSAR review, i.e.,
we consider the RPS-2 a research and development project, that the completion of the topical report review was not necessary to a PDA issuance, and that our safety evaluation report on this matter would be similar to our conclusion issued in the CESSAR-80 safety evaluation report.
J. Jaylor said he had two concerns related to our preliminary statements on RPS-2 as he understood our position prior to this telephone conversation.
He felt that B&W needs (1) to come to mutual agreement with us on specific plans to complete the RPS-2 topical report review, and (2) to reach an agreement with us that the RPS-2 review would be pursued by both B&W and the staff without a staff requirement in the BSAR-205 SER that B&W connit to the supply of a previously accepted reactor protection system design in the event that RPS-2 is not completely approved at the time of an FSAR submittal referencing RPS-2.
With regard to item (1), we stated that the RPS-2 topical report review probably would not be completed before the end of 1977, and possibly later, due to both the necessity for three to four more man-months effort on the staff's part and the unavailability of staff manpower taring; part of the remainder of this year.

R. C. DeYoung MAY 2 31977 tiith rogard to iten (2), we did not respond specifically to the context of J. Taylor's concern, but it was agreed that the Bellefonte FSAR (which references RPS-2) icceptance was not going to be contingent on the completion of the RPS-2 topical report review.
R. ilaventi noted that at least dne meeting with BaW is necessary in about mid-July 1977 to discuss lhe latest B&W responsesrto omaisestions ahd also to discuss the coordination of other related topical reports with the RPS-2 topical report. The meeting was tentatively set for the week of July 18-22,1977. B&W will submit a proposed agenda for this meeting in the near future.
