SUBJECT:
STATUS OF Ba0 ASPECT OF TMI-l RESTART REVIEW As you know, we have reached the stage in our implementation of the Order (B&O items) that a draft SER is being assembled for internal distribution.
Certain B&O areas I perceive as troublesome, particularly since the B&O organization will soon be rendered " inactive". Our TMI-l restart team has been busily reviewing much documentation submitted by Met Ed, and we are continuing to do so....however, the following areas ur e presently judged to be " incomplete" with regard to generic NRC followup and are considered to t;e a problem, both with the TMI-l SER and the TMI-l hearing.
1.
IIRC generic review and SER on the November 1979 "Small Break Operating Guidelines" for BaW plants (0LB, RSB, AB).
2.
Letter to Met Ed accepting safety grade pump trip proposal (i.e., generic acceptance, NUREG 0623), and request for added electrical information (DPM).
3.
NRC generic review and SER on Inadequate Core Cooling guidelines for B&W plants. These guidelines include RC pump restart pro-cedures (OLB, RSB, AB).
4.
NRC generic position for continued BaW plant operation with regard to OTSG sensitivity issue (see SMUD Board Notification and TMI-l Board Notification) (CPM).
5.
NRC generic review and SER on the additional small break analyses required in NUREG-0565, " Generic Evaluation of Small Break Loss-of-Coolant Accident Behavior for Babcock and Wilcox Operating Plants," to be published in January,1980 (AB, RSB).
6.
NRC generic review of the reactor pressure vessel thermal-mechanical caport required by NRC August 21, 1979 letter to all operating BaW plants (MTEB, RSB).

OEC 1 81979 H. Silver The preceding issues are buried in the attached summary of B&O "open" areas needing followup (mostly by the TMI-l restart team). Note that of the s35 B&O items, 27 remain to be resolved. Of the 27 "open" areas, over half are procedures and training requiring closecut by the licensee.
I expect that the word "open" may need further discussion and definition....
but please be reminded that we require a review of the final version of the procedures identified by NRC (prior to restart).
In fact, I have asked Bruce Boger to retain a set of certain revised TMI-1 procedures for inhouse use during the hearing process.
Also, I note that this week Bruce Boger and Bob Fitzpatrick are involved at the site in the review of areas unrelated to the TMI-l restart review.
As you know, we have postponed their participation at the TMI-2 site several times to continue work on the TMI-1 restart SER.
I also note that Bob's loss to the St. Lucie hearing all last week was no help to the TMI-l SER effort.
While I can hope that the impact of these necessary " distractions" have been minimal to the TMI-l effort to date, in light of; 1.
The obvious heavy followup review needed to resolve open B&O areas, 2.
The expected followup review needed in lessons learned areas, 3.
The soon-to-hit hearing demands for technical testimony,
....and in fairness to the reviewers, I ask that they be excused from added workloads outside of the TMI-l restart effort.
