Dear ifr. Beckham:

sfQT\\ 6 On April-6,1981 we were infbmed by telephone of the. failure of the Ifatch Unit 1 emergency power di.esel-generators to energi.ze the.4160 volt emergency engineered safety featums buses, during a simulation of total loss of offsite power to Unit 1.. While the diesels started, the breakers between the diesel-generators and the emergency buses

failed to close. The failum was caused by misoperation of two non-

Class 1E undervoltage relays that are part of the. preferred offsite power system. The function of these relays is to ensure closure of 4160 volt, Class 1E, circuit breakers, to load the 4160 volt buses fmm the diesels when offsite power is lost. You subsequently _in-fomed NRC of the event by LER 50-321/1981-026, dated Ap_ril 16, 1981.

The present design does not comply _with.the applicable requimments of IEEE-279-1971.- From discussions between.our staffs we understand

that Georgia Power Cogany.is= replacing the failed design with com.

ponents that satisfy IEEE-279 requimments.1 We regarti these compo.

nents, including the relays, potential transfomers,. associated auxiliary relays and their power supplies;as safety related equipment.

As a consequence, Georgia Power Company should propose Technical SPeci-fication changes that include surveillance of these components, on a schedule consistent with other.similar safety-related electrical devices.

Kindly provide your schedule for improvements and planned submittal.
