HATCH NUCLEAR PLANT UNITS 1, 2 'b p EMERGENCY POWER SYSTEMS Gentlemen: On July 22, 1977, Georgia Power Company (GPC) proposed Unit 1 Technical Specifications for the disconnection from offsite power in the event of loss of offsite power or a sustained degraded system voltage at the interconnection to offsite power. That submittal was amended on May 21,

1981. Unit 2 Technical Specifications were proposed in the October 2, 1981 submittal. This letter does not amend our previous proposed Technical Specification changes, but rather transmits additional information in order to further clarify the emergency power system capabilities at Plant Hatch. Enclosed please_ find the final revision and update of " Hatch Units 1 and 2 Station Auxiliary Systems Offsite Source Voltage Study". Pages 2 and 3 list the assumptions made for the study. Assumptions 15, 21, and 24 have yet to be fully implemented at Plant Hatch. GPC actions regarding these assumptions are as follows: Assumption 15: Some 600-208/120V and 600-480V transformers have 0.925 per unit tap settings. The remaining will be changed to 0.925 tap settings as equipment outages allow but at least by the end of the respective unit refueling outages (beginning in February 1982 for Unit 2 and October 1982 for Unit 1). Assumption 21: The design changes necessary to delay the automatic start signal for the condensate and condensate booster pumps will be implemented during scheduled refueling outages following receipt of engineering and parts for each unit. The engineering and parts for Unit 1 have been received. The change will be made during the 1982 refueling outage. The parts for Unit 2 have been received and engineering is expected to be complete before or during the 1982 refueling s outage. C. 20555 February 18, 1982 ~ Page Two Assumption 24: GPC has determined that the 14/C #6 size conductor cable will not be installed to the 3 HP air compressor motors. These motors are not safety related. The air receivers, which are safety related, have sufficient-capacity for multiple diesel starts. Consequently, if the motors start-slowly, fail to start, or stall, the safety of the plant is not compromised. The impact on the " Source Voltage Study"- has been assessed. Failure to implement this assumption would not invalidate the results of this study other than on the 3 HP air compressor motors. Those voltages would be somewhat lower than the voltages published in this study. If you have any questions concerning this matter, please contact this office. -J. T.
