OPERATING LICENSES DPR-57, PPF-5 U-7 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 EMERGENCY POWER SYSTEMS Gentlemen:

On July 22, 1977, Georgia Power Company proposed Unit 1 Technical Specifications for the disconnection from offsite power in the event of loss of offsite power or a

sustained degraded system voltage at the interconnection to offsite power.

Our submittal was then amended on May 21, 1981, in order to meet the tRC position stated in item 1 of the attachment to your October 30, 1979, letter for providing surveillance requirements for a second level of undervoltage protection.

This amendment refines the trip settings, corrects the number of required operable channels, and deletes note (c) on Table 3.2-12 of the Unit 1 Technical Specifications.

Additionally, the surveillance requirements for the Logic System is corrected to reflect the need to test both sets of

relays, i.e.,

degraded voltage relays as well as loss-of-offsite-power relays.

Additionally, Georgia Power Company (GPC) has performed an assessment of the current design of the Plant Hatch Unit 2 emergency power systems in accordance with the staff positions contained in your letter of June 2, 1977, to determine the suscerM L11ty of safety-related electrical equipment to 1) sustained degraded voltage conditions at the offsite power sources and to 2) interaction between the offsite and onsite emergency power systems.

In accordance with staff position 1 of the referenced letter, GPC proposes to modify our existing Technical Specifications to include a second level of undervoltage protection.

The proposed changes include limiting conditions for operation and surveillance requirements for both degraded voltage relays and loss-of-offsite-power relays.

Our system protection personnel determined that additional protection against the degraded system voltage condition could be achieved by a revised combination of settings of the bus undervoltage relays.

Accordingly, the relay values were changed such that two relays on each aus are set to the 105 volt tap, time dial 5, and two relays on each bus are set to the 93 volt tap, time dial 2.

The logic tests are amended to assure that both degraded voltage relays and loss-of-offsite-power relays are tested, ft $

accident or malfunction of equipment important to safety are not increased since the proposed changes impose additional requirements to assure proper l

cperation of the onsite power system.

The possibility of an accident or malfunction of a new or different type than those previously analyzed are not created since the only plant modifications involved the changing of the logic in order to increase the level of protection of the emergency

'lectrical distribution system.

Hence, the margin of plant safety is not reduced.

The proposed Unit 1 and Unit 2 Technical Specifications are attached.

The Unit 1 Technical Specifications are changes to a previous submittal.

The Unit 2 Technical Specifications constitute a category 1 submittal for fee class determination.
