RESPONSE TO REQUEST F0tl ADDITIONAL INFORMATION Gentlemen:
Following is Georgia Power Company's (GPC) response to your Request for Additional Information letter of December 7,1981:
i Request 1:
Submit test results or manufacturer certification to confirm that the contactors are capable of continuous operation at 98.2 volts.
GPC Response: GPC through Bechtel Power Corporation made an inquiry to j
Siemens-Allis concerning these MCC contactors.
In a reply. to
- Bechtel, Siemens-Allis included copies of two sheets containing related information.
These sheets are included as Appendix 1.
Sheet 1 is a copy of page 2 of the Siemens-Allis i
MCC Instruction Manual which gives operating voltage range.
1 Sheet 2 shows the tabulation of maximum control cable loop i
lengths for the contactors in question. -Highlighted on this i
sheet are: (1) the minimum coil pick-up voltage, and (2) the allowable control circuit drop.
Sheet 3 is a telecopy of a i
response received from Siemens-Allis to the same inquiry made through Southern Company Serv'.es, Inc.
It confirms that there is no degradation due to continuous operation between

85% and 110% of nominal voltage.
Thus, GPC has concluded that i
even under minimum voltage and maximum load the contactors would be within their product design operating limits.
Request 2:
Provide time delay verification for CV-7 relays.
GPC Response: Although the Plant Hatch CV-7 test procedure has' not required time delay verification, the Test Shop practice has been to 06 apply two or three different voltages to the relay with lower

I operates within the time required by the characteristic curves supplied by the manufacturer in the CV relay instruction manual.
The Test Shop personnel have been made aware of the need to include this data in the test procedure.
They are revising the test procedure to include the recording of the "As Found" and "As Left" data when calibrating both the operating voltage and time delay of the relays.
Request 3:
Provide a graph showing the worst case voltage transient, and the combined characteristics of the degraded voltage and loss-of-voltage relays.
GPC Response: The graph is enclosed as Attachment 2.
l Request 4:
GPC should verify that the Unit 1 and Unit 2 designs are identical, and that Unit 2 also meets the IEEE Std. 279 t
requirements.
GPC Response: GPC has had all Unit 2 emergency bus undervoltage relaying reviewed.
The circuits have been verified to be identical in principle of operation to those of Unit 1 and that the design does meet IEEE Std. 279-1971 design criteria.
