to Appendix A of the Facility Operating License DPR-50 for the Three Mile t

l Island Nuclear Station, Unit No.1 (letters dated January 30, 1975 and

October 28,1975).

The proposed changes included new Technical Specifica-tions for the emergency control room, reactor tuilding purge and auxiliary l

and fuel handling exhaust air treatment systems within new Section 3.15, entitled Air. Treatment Systems; revised surveillance requirements for these t

three systems in Section 4.12, retitled Air Treatment Systems, 'eplacing Section 4.12 and deleting Section 4.14 of the existing Technical Specifications;c s and necessary changes to the index and Table 4.2-1.

ETSB has reviewed the proposed changes as indicated in Enciosure I and conclude (see Enclosure II, Safety Evaluation Report) that the proposed changes agree with requirements of'the model Technical Specifications for ESF ventilation filter systems for operating reactors and of Positions C.5 i

and C.6 of Regulatory Guide 1.52, Revision 2.

It should be noted that this evaluation addresses the backlog issue of the 1975 l

3 submittal only, and does not include the licensee's proposal to meet Criterion i

4 of the Commission's Order and Notice of Hearing, dated August 9,1979, for TMI-l restart.

The licensee has proposed an independant ESF filter system be installed at !

e the TMI-l fuel handling floor area for the postulated fuel handling accidents.
