[O PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--PNS-III-79-23 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented i_s as initially received without verification or evaluation and is basically all that is known by the IE staff as of this date.

Facility: Cincinnati Gas & Electric Company Zimner Unit 1 Docket No. 50-358 Moscow, Ohio

Subject:

BOMB THREAT At 11:25 p.m. on September 5, 1979, a disc jockey from radio station WLW (Cincinnati, Ohio) received a telephone call from a male caller who said, "There is a bomb on the second level at the Zimer plant. You got that?" The disc jockey telephone the Moscow, Ohio village police who in turn notified site representatives.

Evacuation of the backshift construction workers was accomplished pending a search for any suspected devices. The search met with negative results, and the construction workers returned to work at 1:30 a.m. on September 6,1979.

The licensee notified the Cincinnati office of the FBI; Region III (Chicago) notified A

the State of Ohio. No press release is planned by the licensee or Region III. The i

IAT has been notified.

'N Tha Zimer plant is under construction (90-95% completed). The site has received approximately 96% of its initial fuel load.

This Preliminary Notification is issued for information only and no further action by IE is anticipated.

Region III received notification of this matter by telephone from the site security supervisor at 9:00 a.m. on September 6,1979.

1125-03 DEFINITIONS

031 Bulletins: The IE Bulletin is used to transmit information to, 51.-

safety, safeguards or environmental significance.

In order to respond to Bulletins, licensees may take actions over a period of time.

However, Bulletins are not intended to substitute for new or revised license conditions or requirements. l/

5 Respons'es are required for all Bulletins, but the allotted time for response may vary depending upon the significance. The responsible IE Division or Executive Officer assesses the degree of urgency and establishes an appropriate response time.

032 Circulars: A Circular is used to transmit information to licensees or permit holders when the information is of safety, safeguards or environmental interest but replies from licensees are not necessary for IE to assess the significance of the matter. A Circular does not involve a specific response to the NRC but, rather, informs the licensees or permit homer.

063 Description of Circumstances:

Care should be exercised in the preparation of this section of Bulletins and Circulars.

The problem, event or circumstances must be clearly described to the extent that available information will permit. The description must be factual. Where the licensee or permit holder has identified or has assigned a cause to the event,

that information should be provided including the source from which the information was obtained.
