RESPONSE TO INFORMATION REQUESTED IN INSPECTION REPORT 50-325,50-324/93-06.

Dear Mr. Ebneter:

On April 26, 1993, Brunswick Nuclear Plant received Inspection Report Nos. 50-325

& 50-324/93-06. The inspection was led by C. Payne and identified no violations or deviations. A response, however, was requested to describe action taken and planned to improve the effectiveness of management oversight in the area.of operator communications. The following is a response to that request for information.

During Phar

  • 2 of License Operator Requalification (LOR), which ran from March 1, 1993 to April 1, 1993, the Operations Manager met with each simulator crew.

During the meeting, he addressed the expectations for crew performance including that communications be in compliance with BSP-50, Site Command, control, and Communications Manual. The simulator instructors also attended these meetings and were given the same mandate regarding adherence to BSP-50. Operations management observed the performance of each crew during this phase of LOR and approximately 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> of observation were logged during this time.

During Phase 3 of LOR, operations management did an evaluation of each crew during their first simulator session of the week. The evaluations were used as a means to detect weaknesses .in operator communications and to further stress management expectations concerning adherence to BSP-50. Phase 3 of LOR ran from April 19, 1993 to May 20, 1993.

Ar,' ongoing program in the area of management oversight occurs during each graded cxercise on Wednesday of each LOR week. Management observes operator performance including adherence to BSP-50 during these sessions. Any problems are noted on the simulator evaluation summary and are filed with the training records. The simulator evaluation summary is signed by the Shif t Supervisor for that crew, the lead simulator instructor and the management evaluator. The information contained in the summary is relayed to the simulator crew by the lead instructor and the management observer.

managsment expectations regarding adherence' to BSP-50. The instructors awareness, along with continued operations management oversight, will be used to r ensure continued adherence to BSP-50.
