DETAILS 1.

Purpose of Meeting The meeting was held to discuss weaknesses and deficiencies in the Ft.

Calhoun training program as identified in Report No. 50-285/81-02, dated February 5, 1981.

A copy of the meeting agenda is attached as Attachment A.

Discussion Mr. Collins and Mr. Madsen made opening statements outlining the NRC's concerns related to the Ft. Calhoun Station training program.

Mr. Gagliardo then reviewed the three violations pertaining to training as discussed in Report 50-285/81-02.

He also discussed the manner of Reactor Operator (RO)/

Senior Reactor Operator (SRO) examination grading and indicated that this material is being reviewed by the Operator Licensing Branch, NRR.

Copies of OPPD Enforcement History-Requalification Training (Attachment B) were

distributed and discussed in light of the violations identified in Report 50-285/81-02.

Mr. Jones responded for the licensee and indicated that the OPPD answer to Report 50-285/81-02 was still in the rough draft stage but that they were prepared to discuss the items.

He pointed out that several changes have already been incorporated for the 1981 training program, with additional improvements being implemented.

In particular, he mentioned (1) an increased training staff with a higher reporting level, (2) a com-puteri;:ed record system for developing schedules and for use as a " tickler" by mantgement, and (3) a review and revision of the FCS Training Manual by mid yea.

Mr. Stevens then discussed the plant attitude toward training, emphasizing the deep commitment at all supervisory and management levels to a strong training program.

He discussed particular areas that have already received attention, (fire brigade and HP training), and other programs being developed to meet training commitments, (formal drill schedule, requali-fication training, and Emergency Duty Officer (ED0) training).

He indicated that a significant effort in Health Physics (HP) and Security

Refresher training had been expended this past month, and that they were up to date in these areas, except for a few isolated instances.

The meeting ajourned for a short period to allow OPPD to caucus and identify those items from Report 50-285/81-02 that might be an issue in their response.

When the meeting reconvened, Mr. Jones briefly summarized the peints that would be contained in the OPPD response.

Those points were:

(1)

increased staffing in the training department, (2)

the computerized records systems being developed and the date when operational, (3) a discussion of the utilization of the records system as a management tool, (4) a planned review of training requirements, and (5) a review and update of the training manual, and a target date for completion.

Mr. Jones and Mr. Gass then discussed the following three items from Report 50-285/81-02 for clarification:

(1) E00 training requirements will be clarified, but the three people mentioned in the report are not designated as ED0's even though their job title calls for this qualification.

Qualified ED0's are identified in a separate list apart from Figure V.1 of the Emergency Plan.

(2) The SR0/R0 exam requirements will be changed to clarify each area being covered, but OPPD feels that all required items are contained in the examinations as they now exist.

(3) The evaluation of operators at the simulator course was clarified when it was determined that Combustion Engineering (CE) only issued a report when a problem existed with an operator.

Nevertheless, to avoid misunderstandings, OPPD is requesting formal evaluations from CE on all their people taking simulator refresner training.

In addition, the shift training packages are being reworked to include

,

preplanned drills, scenarios, questions, etc., to make them a more

meaningful training tool.

The meeting was concluded with statements from Mr. Collins and Mr. Gagliardo expressing to OPPD the NRC's concern that licensee management has not demonstrated a strong commitment to the training program.

Mr. Jones stated that OPPD has made such a commitment, and that their response to the inspection findings and their future actions in the training area j

will confirm it.
