VOL. 14 FNP-0-EXP-27 ACTIVATION OF THE EMERGENCY OPERATIONS FACILITI 1.0 Purpose To provide guidance for the activation of the Emergency Operations Facility (EOF).

2.0 References 2.1 Joseph M. Farley Nuclear Plant Emergency Plan 2.2 FNP-0-EIP-20, Recovery 3.0 General The EOF when activated by the Recovery Manager will be operated for continued evaluation and coordination of activities performed as the result of an emergency having the potential for environmental consequences.

The EOF accident recovery organization shall control all activities necessary to establish safe plant conditions and to limit exposure to the public.

Specific guidance regarding the responsibilities of the recovery organization is provided in EIP-20.

The EOF when activated by the Recovery Manager will be the point of interface for federal, state, and local authorities for implementation of offsite emergency plans in addition to providing a centralized meeting location for key representatives from the different agencies.

4.0 Procedure 4.1 Upon notification from the Emergency Director that an emergency condition is in progress which requires manning of the EOF, the Emergency Coordinator will notify the Recovery Manager, and other members of the offsite recovery organization as required.

4.2 The Recovery Manager will proceed to the site immediately.

4.3 The Emergency Coordinator will maintain communications with the Emergency Director and will support activities until the Recovery Manager arrives onsite.

C.4 The Recovery Manager shall designate adequate space to accommodate representatives from Federal, State, and local governments.

-4.5 The Recovery Manager shall designate adequate space for the press.

4.6 Should the onsite EOF become untenable the Recovery Manager shall move the EOF to the alternate location at the Houston County Emergency Operations Center.
