SECURITY SUPPORT TO THE EERGENCY PIJuN t

1.0 Purpose This procedure deli..aates the responsibilities of the security group and security action.y to be taken in support of the Farley Nuclear Plant Emergenc: 7 Plan.

Evacuation and Personnel Accountability 2.4 FNP-0-EIP-ll, Handling of Inj ured Personnel 2.5 FNP-0-EIP-12, Emergency Alert 2.6 FNP-0-EIP-13, Fire Emergencies 3.0 General 3.1 The primary obj ective of the security force during the various emergency conditions'is to maintain plant security, to provide escort service for offsite emergency personnal and vehicles to facilitate their expeditious arrival at the emergency scene, to assist in evacuation of buildings, structures or the plant site as necessary, and to assist in establishing personnel accountability.

3.2 During an emergency which requires that Radiation Monitoring Teams be' dispatched into the environment, the Health Physics Manager will be allowed to use ~ the two-way radio in the Central Alarm Station to communicate with the RMT's to'such extent that it does not interfere

, with the execution of the security al response function.

4.0 Procedure Security functions during various emergency conditions shall consist of, but is not linited to the following actions:

4.1 Personnel Emergency i

the nature of injuries, number of i injured persons, access control requirements and whether or not radiation or contamination is a factor.

4.1.2 If the nature of the erargency is such that the injured person (s) can be safely transported in the plant emergency vehicle, tht on-scene patroiman will notify the security

. group radio dispatcher and proceed to the appropriate gate insuring that the gate is opened to permit basediate exit of the plant emergency vehicle from the protected area or controlled area.

4.1.3 If the number of Lajured persons is J

such that outside assistance from e local ambulance services is requested by the Emergency Director, one security patrolman will be dispatched to the plant site access point to escort ambulance (s) to the location of injured persons.

1 4.1. 4 Security personnel will provide an ambulance kit to ambulance personnel arriving on site, if contamination is involved.

j 4.2 Notification of Unusual Event (NOUZ) j 4.2.1 During a NOUE, Securicy Group support

4.2.2 In the event a NOUE is caused by attempted sabotage of vital equipment or attempted unauthorized entry into a

, other conditions'such as severe weather, flood conditions or release of toxic or-noxious gas, security support shall normally consist of the following actions:

4.2.3.1 Establish access control seasures to the affected area.

ok.2.3.3 Assist in evacuation of personnel from the Protected Area and the Controlled Area if directed by the Emergency Director.

4.3 Alert Perform per 4.2.1-4.2.3.

4.4 Site E=ergency 4.4.1 Evacuate nonessential personnel from the plant site after release by health physics.

4.4.2 Assist La establishing personnel accountability.

4.4.3 Establish access control to the plant site to preclude entry by nonessential personnel.

4.4.4 Provide escort service for offsite emergency personnel and vehicles.

4.4.5 In the event that contamination by radioactive material is a factor and a Radiation Monitoring Team is not present, security group personnel vill issue appropriate personnel-dosimetry ,

devices and equipment to offsite emergency support personnel upon their arrival.

4.4.6 For severe natural phenomena or other hazards perform 4.2.3.

4.5 General Emergency 4.5.1 Recall all off-duty security personnel to maintain plant security.
