AMENDMENT TO OPERATING LICENSE NPF-7 NORTil ANNA POWER STATION UNIT NO. 2 PROPOSED TECHNICAL SPECIFICATION CllANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form cf changes to the Technical Specifications, to Operat-ing License No. NPF-7 for North Anna Power Station Unit No. 2. The proposed change is enclosed.

The existing Specification 4.4.6.2.2 requires leakage testing of the Reactor Coolant System pressure isolation valves specified in Table 3.4-1 prior to entry into MODE 4 following a plant shutdown of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> duration or longer, providing leakage testing has not been performed in the previous nine months.

The proposed change is to require leakage testing of the specified pressure isolation valves prior to entering MODE 2 rather than prior to entering MODE 4.

All the isolation valves referenced in Table 3.4-1, with the exception of the Residual llea t Removal valves, are Type C leak tested each refueling. While this test provides assurance that the valves are not leaking when pressurized to 45 psi with air, the best method to insure that a leak rate is within the specified limit is to measure the leakage at functional pressure using high pressure water.

The proposed change to Specification 4.4.6.2.2 to require leak testing of the pressure isolation valves prior to entering MODE 2 will allow testing in all lower modes and will improve the accuracy of the leakage measurements since measuring the leak rate of the pressure isolation valves at actual functional pressure provides the most accurate data and no correction factor is required.

It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. Since this request. Involves a safety issue which the staff should be able to determine does not represent a significant hazards consideration, a Class III license amendment fee is required. A voucher check in the amount of

$4,000.00 is enclosed in payment of the required fee, s On November 1, 1980, North Anna Unit 2 began a scheduled outage of approxi-mately three weeks duration to implement fire protection modifications.

The estimated startup date following this outage is November 22, 1980. Since approval of this request is required to startup the plant following this outage, we would appreciate your prompt review of this request.
