Dear Mr. Hancock:

We have reviewed the corrective actions taken by Florida Power Corporation since the February 26, 1980 incident at the Crystal River 3 Station. This incident was initiated by a power failure in a portion of the non-nuclear instrumentation ('NNI) system and resulted in a reactor and turbine trip, discharge of primary coolant into the Reactor Building, decreased feedwater flow to the steam generators, actuation of the engineered safety features and loss of control panel indication. The NNI power was restored in about 22 minutes through operator action. After 41 minutes, you declared a Class "B" Emergency. No radiation was released from the containment. The emergency status was lifted about three and one half hours later. You submitted your list of 51 proposed corrective actions by letter dated May 2,1980.

Item 51 in the May 2,1980 letter dealt with a reevaluation of the once-through steam generator Rupture Matrix with the intent to remove the isolation sig-nal from certain feedwater valves. We were informed by your staff that the analyses related to the change will not be completed until after CR-3 restarts.

We have concluded that implementation of this proposed change may be deferred until af ter restart of the reactor pending completion of the review by you and the NRC staff.

Based on our review, in the enclosed Safety Evaluation, we conclude that the corrective actions taken by Florida Power Corporation are sufficient to permit restart of Crystal River 3 and to ensure operation in a safe manner during the interim period until the long term requirements resulting from the Three Mile Island Unit 2 accident and those of OIE Bulletin 79-27 are all implemented.
