EMERGENCY PLAN FOR TMI-l The Emergency Preparedness Program Office, NRR has completed its review of the Emergency Plan for Three Mile Island Nuclear Station, Unit No.1, dated June 1980. This review was conducted against the emergency preparedness planning objectives stated in the " Criteria for Precaration and Evaluation of Radio-logical Emergency Response Plans and Preparedness in Supoort of Nuclear Power Plants (For Interim Use and Comment)", NUREG-0654, January 1980.

Our review of your emergency plan has indicated that additional information and commitments are required before we can conclude that your onsite emergencj preparedness program meets the evaluation criteria of NUREG-065J. Our review has determined that several elements are not adequately addressed in your plan.

These deficiencies are described in the enclosure. Accordingly, your emergency plan should be revised to meet the evaluation criteria of NUREG-0654 A re-vision to your plan should be provided within 45 days of receipt of this let-ter.
