Sam, We got confirmation from the site yesterday that the statement in the FSAR is accurate. Normal position is with the sectionalizing disconnect switches in the closed position. This is an accurate statement. I will confirm with the site the current configuration with the transformer out of service.

[EXTERNAL] FitzPatrick Emergency amendment public conference call discussion points - 4 In the draft LAR dated October 2, 2019, Attachment 1, Section 2.0, the following is stated: Each Reserve Station Service Transformer (RSST) is fed from the cross-tied 115 KV power lines Lighthouse Hill Line #3 and Nine Mile Point Line #4. Each of these offsite 115KV sources are capable of providing power to either division 1 or 2 busses through the respective RSST.

Also in the JAF UFSAR, Section 8.3.2.4, the following is stated: Under normal operation, the sectionalizing disconnect switches and all breakers at both JAF Plant and NMPNS Unit 1 are operated in the closed position, thereby providing two sources of 115 kV power for the JAF Plant.

During conference call yesterday, the licensee stated that 115 kV Motor Operated Disconnect (MOD) switch (cross-tie) between 115 KV power lines Lighthouse Hill Line #3 and Nine Mile Point Line #4 at JAF 115 kV switchyard is normally kept open.

The LAR (and later UFSAR) should be revised to clarify that the above cross-tie (MOD switch) is normally kept open.

Also, clarify that with the RSST 71T-3 under maintenance, whether this MOD switch would remain open.
