Topic 1 Per the draft LAR, the licensee identified a number of risk management actions (RMAs) to manage the increase in risk associated with the proposed extended CT per 10 CFR 50.65(a)(4). Since the licensee included the RMAs as justification for extending the Completion Time (CT) beyond that currently specified in RA A.3 of TS LCO 3.8.1 the NRC staff will rely on the proposed RMAs to provided adequate justification for extending the CT. Therefore please identify all RMAs in a single attachment or enclosure to the LAR that is referenced from the proposed footnote in the TS thereby including the RMAs into the TS by reference during the time period of the extended CT.
Topic 2 The RMAs proposed on page 8 of the proposed LAR reference two 115kV transmission lines. The second RMA specifically identifies that Nine Mile Point Lines #1 and #4 will be controlled such that maintenance and switching on the lines will be done in emergency situations only. Per the Final Safety Analysis Report as updated in section 8.3.2.4 it describes that one of the two terminates at Nine Mile Point Nuclear Station Unit 1 before being connected to the National Grids South Oswego Substation. Does the RMA described above include controlling any work in the switchyard associated with Nine Mile Point Unit 1? If so please describe. If not will controls be put in place in the switchyard associated with Nine Mile Point Unit 1?
Topic 3 In the draft LAR the licensee provided a TS mark-up identifying a number of SRs to be extended past the current due dates apparently to the next available Divisional Window.
- a. While the SRs are identified by an asterisk there is no asterisk in front of the foot note at the bottom of the page to allow direct reference to the footnote. Please remediate the mark-ups.
- b. Provide a brief description of the divisional window process that includes how long the SRs may be delayed beyond the completion of the extended CT.
- c. No specific information is supplied such that the NRC staff can adequately determine whether delaying SRs 3.8.1.4 and 3.8.1.5 is justified. Please further explain/give justification for the following: Cant the day tank volume be determined at any time without affecting DG operation?; Cant accumulated water be removed at any time?
2 Topic 5 Please generally describe how protective measures are accomplished such that the RMAs will be effective.
