By letter dated October 4, 2019 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML19277G085), Exelon Generation Company, LLC (Exelon, the licensee), submitted an emergency license amendment request (LAR) for a one-time change to the completion time for James A.
FitzPatrick Nuclear Power Plant (JAF) Technical Specification (TS) 3.8.1, AC Sources-Operating, Action A.3 from 7 days to 21 days. The NRC staff has reviewed the LAR and determined that additional information is required to complete the review. The NRC staff has provided request for additional information (RAI) by e-mails on October 4 and 5, 2019. The purpose of this e-mail is to provide an additional RAI. As agreed upon with the Exelon staff, the RAI response is due by October 6, 2019. REQUESTS FOR ADDITIONAL INFORMATION The following is an additional RAI.
RAI-EEOB-2 Section 8.4.3 of the JAF UFSAR states: The 345 kV system is capable of supplying all loads on the emergency buses to maintain the plant in the shutdown condition. As the 345 kV backfeed power will be used only during plant outages, a LOCA is not postulated. Please provide an estimate of time which will be required to establish the 345 kV backfeed power, after the plant is tripped.
