This is in response to your letter to Mr. McCorkle dated August 7, 1978, and to telephone conversations on August 14, 1978 between your Messrs. Bellisario and Carlson and Mr. Thurman of this offire concerning the use of approximately 509 grams U-235 of HEU for enriching purposes in the LEU manufacturing area.
It is our understanding that ll-liter bottles, each containing about 60 grams U-235 of HEU, will be transferred one at a time to the LEU area where LEU solution will be added to produce an enrichment less than 57..
Further, two NMD operating personnel and one person from NMC will be involved and that two persons will attest to the degradation of the transferred HEU.
We believe the above additional measures provide adequate material control of the HEU until it is degraded to LEU.
