TMI-l Technical Specification Change Request No. 7A per Met-Ed letter to R. W. Reto, Dated Decenter 12, 1979

We are in receipt of a copy of the subject letter requesting postponement of the TSCR-7A.

You should be aware that the modifications to the TMI-l Auxiliary Handling Building Exhaust Ventilation System in 6nly part of the TSCR-7A. EEB sent to you on December 28, 1979 the rest of the ESF Filter Technical Specifications. As 'we indicated, if the licensee plans to operate T!!I-l before cc pletion of the uodifications to which he is refering (as indicated in his restart plan), then the ECR-7A should not be postponed.

If the modifications will be oc-plete pri6e to stcrt-up then, certainly, the TSCR-7A must be delayed until the NRC Restart Group have accomplished the appropriate technical specificatdans for the modified systens for inclusion in the TSCR-7A as we suggested in our transmittal letter of December 28, 1979.
