DPR-50 TECHNICAL S'PECIFICATION CHjuiGE REQUEST NO. 10 This Technical Specification Change Request is submitted in support of Licensee's request to change Appendix B to Operating License No. DPR-50 for Three Mile Island Nuclear Station Unit 1. As a part of this request, proposed replacement pages for Appendix B are also included.

DPR-50 DOCKET No. 50-289 Technical Specification Change Raquest No. 10 License requests that the following changes be made to Appendix B of Technical Specifica tio ns . A copy of proposed changed pagas carked " Change Request No.10" is attached.

Page 7, 2.2.1.b. In the second line, change "first year" to "first two years".

Page 7, 2.2.1, Monitoring Requirement, Specification. In the first line of the second paragraph, change "one year" to "tuo years" Page 8, 2.2.1, Monitoring Requirement Specification. 10 the sixteenth and twentieth lines, change "one year" to "two years".

Reason _for Proposed Change Specification 2.2.1.b provides for a 90-day period for chlorination testing during the first year of operation. Although THI-1 received its Operating License in April 1974, it did not achieve Connercial Operation until September 1974. Accordingly, the first period of full-power, suteer oper-ations, the cost effective for chlorination testing, falls in Sucmer 1975, after one year of the issuance of the Operating License.

Environtental Analysis Justifying Change The current enviroanental technical specifications provide for the 90-day chlorination testing period. As the proposed change does not increase the amount of chlorine per=itted nor increase the duration of the testing period, it does not involve an unreviewed environmental impact nor an un-reviewed safety question.

Cost-Benefit Analysis The change results is no additional costs and provides substantial benefits in permitting testing to take place during the most effective period in terms of unit operating and ambient weather conditions.
