CIP Public Meeting October 1, 2018 Vogtle Readiness Group (VRG) Update Ayo Ayegbusi Vic Hall NRO/DCIP

Background

  • In September 2014, staff published, Assessment of the Staffs Readiness to Transition Regulatory Oversight and Licensing as New Reactors Proceed from Construction to Operation, (ML14031A387)
  • Identified 21 Readiness Issues with 29 Recommendations
  • NRO provides project management to track completion across the Agency
  • The Implementation Plan to Ensure NRC Staff Readiness for AP1000 Operations was issued and made publicly available in November 2017 (ML17215A436) 2

Implementation Plan:

- Clarifies new reactor operational regulatory oversight and licensing responsibilities as the units transition from construction to operations

- Incorporates NEI comments related to the Reactor Oversight Process

- Is intended to be a living document, and the staff will make revisions as it addresses issues

  • NRO/NRR merger, ITAAC closure processes enhancements, first plant only tests, and other key issues impacting transition to operations 3

Vogtle Readiness Group

- Charter for Instituting the Vogtle Readiness Group To Oversee the Vogtle Units 3 and 4 Transition to Operations, dated March 12, 2018 (ML18059A273)

- VRG serves as the focal point for project status and for coordination among Region II, NRO, NRR, NSIR, and OGC through commercial operation of Vogtle Units 3 and 4. In addition, the VRG serves as the hub for communications with the Commission, the Executive Director for Operations and its office direct reports, the licensee, and other external stakeholders 4

Vogtle Readiness Group

- Identify and resolve any licensing, inspection, or regulatory challenges or gaps that could impact the schedule for completion of Vogtle Units 3 and 4.

- Provide high-level assessments, coordination, oversight, and management direction of NRC activities associated with the licensing, inspection, testing, and operation

- Co chaired by two NRO Division Directors and one Region II Division Director, with membership from each of the affected offices

- Each NRC office/region and associated staff retain responsibility for the activities related to licensing, inspection, and assessment 5

Vogtle Readiness Group Integrated Project Plan (IPP) :

- VRG directed the formation of an internal NRC working group to develop an IPP scheduling tool

- The IPP lists the regulatory milestones for the transition of Vogtles construction to operations. The tool will allow the working group to map the milestones inter-dependencies and ties to NRCs inspection schedule

- The VRG uses the IPP to track scheduled activities and identify potential critical path areas related to the completion of construction.
