Background

  • P re-submittal meeting, January 27, 2022.
  • P re-submittal meeting summary dated February 1, 2022 (ML22028A046).

Background

  • In License Condition D, an exemption, dated August 21, 1986 (ML012280408), relieved the licensee from having a criticality alarm system and was based on enrichment of less than 4 wei g ht-percent U-235. This License Condition was brought forth to the Renewed License.

5 for Vogtle, Unit 2, that allowed up to 4.55 weight percent U-235.

Licensing Questions

  • Besides exemption dated August 21, 1986, please identify if SNC has an exemption that relieves Vogtle, Unit 2, from having a criticality alarm system for fuel greater than 4 weight percent U-235 Licensing Questions
  • Please explain the basis for the assertion that License Condition D has no enrichment limit.
  • Please explain the basis for the assertion that an exemption from 10 CFR 70.24 is not needed to go to 6 weight percent U -235.
  • Please provide the safety basis and justify the assertion criticality monitors are not needed for 6 weight-percent U-235.

Licensing Questions

  • During the January 27, 2022, meeting, SNC mentioned the need for changes to TS 4.2.1 and 4.3.1 as well as Potential Changes for TS 3.7.18.
  • Among other aspects discussed during the meeting on January 27, 2022, the staff had a question regarding the TS Risk Informed Completion Time (RICT) Program.

Licensing Questions

  • Has SNC determined if changes to TS 3.7.18 will be required?
  • If so, what are those changes?
  • Has consideration been given to providing a discussion in the proposed LAR that addresses or confirms that the TS RICT is not impacted by the fuel change?

  • Provide update on any plan to revise TS 3.7.18

- Fuel Assembly Storage in the Fuel Storage Pool, which was mentioned as a potential change at the January 27, 2022, meeting The NRC staff did not make any regulatory decisions at today s meeting.
