What are your observations regarding the licensing process for the changing combined licenses under Part 52? Specifically, what could be improved on the license amendment, and exemption, and preliminary amendment review (PAR) processes? How beneficial and effective were the practices of maximizing the use of pre-submittal meetings and the processes for identifying and reviewing high complexity licensing actions?
How can the scope, interpretation, and overall use of ITAAC in combined licenses be improved for future Part 52 applications? How can ITAAC be upgraded to reduce any experienced administrative burden?
How can the NRC improve the construction inspection program?
Regarding construction and ITAAC findings, were the results of the issue screening process appropriately risk-informed? How can the process be improved? If future designs rely on increased vendor and manufacturer fabrication of reactor plant SSCs, how could the current inspection process be optimized to meet those needs?
