VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE REVISE MAXIMUM K-EFFECTIVE AT REFUELING CONDITIONS In our letter dated October 28, 1985, we proposed changes to the Technical Specifications for Surry Power Station Unit Nos. 1 and 2 to increase the maximum K-effective allowable during refueling conditions from the current value of O. 90 to O. 95. An affected page from our Technical Specifications referencing the shutdown margin was inadvertently omitted from our original submittal.

The subject reference to the shutdown margin was found under the Definitions Section of the Technical Specifications in the definition of "Refueling Shutdown Condition.. Attachment 1 provides the missing page with the proposed change to Section 1. 0. C. 1 of the Surry Technical Specifications. This change is minor and consistent with the content of our preyiously submitted change.

We request this page be included in our proposed Technical Specification change to "revise maximum K-effective at refueling conditions." This change supplements our October 28, 1985 submittal and does not alter our previous safety evaluation nor the determination of no significant hazards as defined in 10 CFR 50.92.

As such we have evaluated this request in accordance with the criteria in 10 CFR 170.12 and determined no application fee is warranted.
