VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE 3.0/4.0 LCO AND SURVEILLANCE REQUIREMENTS Serial No.
91-572A NURPC Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 Pursuant to 1 O CFR 50.90 in a letter (Serial No.91-572) dated October 8, 1991, Virginia Electric and Power Company requested an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2. This augmented submittal supercedes that previous request and should replace it in its entirety.
The proposed Technical Specification change will upgrade portions of Sections 3.0 and 4.0 of the Surry Power Station Technical Specifications by incorporating conclusions reached in Generic Letter 87-09. The proposed change restricts the changing of operational conditions while in Limiting Conditions for Operation (LCO),
allows the entry into an action statement due to a missed surveillance to be delayed for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, and requires the completion of the surveillance requirements of an LCO prior to changing operational conditions.* Exceptions to certain requirements of Sections 3.0 and 4.0 are proposed where justified. identifies the proposed changes including subsections 3.0 and 4.0 in their entirety. Paragraphs unaffected by this change have been relocated in some cases. The actual proposed changes are indicated by revision bars in the right margin.
The proposed change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that this change does not involve an unreviewed safety question as defined in 1 O CFR 50.59 and, as shown in Attachment 2, involves no significant hazards considerations according to 1 O CFR 50.92.
