VIRGINIA ELECTRIC AND POWER. COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE RSHX SERVICE WATER OUTLET RADIATION MONITORS Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2.

The proposed changes will add operability requirements, action statements, and surveillance requirements for the Recirculation Spray Heat Exchanger service water outlet radiation monitors. Also, surveillance requirements for several Post Accident Instruments are being reinstated. Attachment 1 identifies the proposed changes which .

are indicated by revision bars in the right margin.

The proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that these changes do not involve an unreviewed safety question as defined in 10 CFR 50.59. Also, as shown in Attachment 2, this submittal involves no significant hazards considerations according to 10 CFR 50.92.
