VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE SERVICE WATER SUPPLY LCO Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2.

The proposed Technical Specification change will allow one of two service water flow paths to the main control and emergency switchgear rooms air conditioning condensers to be removed from service for system maintenance. This is accomplished by specifying an Action Statement for operable service water flow paths to the main control and emergency switchgear rooms air conditioning condensers governed by Technical Specification 3.14.C. A Limiting Condition for Operation (LCO) permitting one train to be out of service for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to HOT SHUTDOWN and an additional 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> prior to COLD SHUTDOWN will be used in lieu of the requirements of Technical Specification 3.0.1. Attachment 1 identifies the proposed changes which are indicated by revision bars in the right margin.

The proposed change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that this change does involve an unreviewed safety question as defined in 1o CFR 50.59. However, as shown in Attachment 2, this submittal* involves no significant hazards considerations according to 10 CFR 50.92. Should you have any questions, please do not hesitate to contact us.
