License Nos.93-402 RO 50-280 50-281 DPR-32 DPR-37 Pursuant to 1 O CFR 50.90, the Virginia Electric and Power Company requests changes to the Technical Specifications for Operating License Nos. DPR-32 and DPR-37, Surry Power Station Units 1 and 2, respectively. The proposed changes will modify the Technical Specifications to include a Core Operating Limits Report which presents reload-specific limits for key core operating parameters. The changes provide the ability to redefine core operating limits in accordance with 1 O CFR 50.59 without a formal change to the Technical Specifications which, in turn, will provide increased flexibility for optimization of reload core designs.
The proposed changes are included as The proposed changes have been reviewed,and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that the proposed changes do not involve an unreviewed safety question as defined in 1 O CFR 50.59 or create a significant hazards consideration as defined in 10 CFR 50.92. A discussion of the changes and the basis for our no significant hazards consideration determination are included in Attachment 2.
