License Nos.92-486 R2 50-280 50-281 DPR-32 DPR-37 Pursuant to 1 O CFR 50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for the Surry Power Station Units 1 and 2, respectively.

The proposed changes 1) delete the operability and surveillance requirements of the hydrogen monitor from the explosive gas monitoring instrumentation requirements for the waste gas holdup system, 2) include a requirement to submit a special report to the NRC if the oxygen concentration in a waste gas decay tank exceeds the Technical Specification limit and is not returned to below that limit within the specified time, and 3) include administrative changes to achieve consistency. The proposed changes are included in Attachment 1.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that the proposed changes do not involve an unreviewed safety question as defined in 1 O CFR 50.59 or a significant hazards consideration as defined in 1 O CFR 50.92.

A discussion of the changes and the basis for our no significant hazards consideration determination is included in Attachment 2.
