VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES TO IMPLEMENT ZIRLO FUEL CLADDING Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests changes to the Technical Specifications for Operating License Nos. DPR-32 and DPR-37, Surry Power Station Units 1 and 2, respectively. The proposed changes will modify the Technical Specifications to allow the use of ZIRLO, a new zirconium-based alloy, as a fuel cladding material. This alloy provides a significant improvement over Zircaloy-4 in fuel rod corrosion resistance and dimensional stability under irradiation. The proposed changes are included as Attachment 1.
The proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that the proposed changes do not involve an unreviewed safety question as defined in 10 CFR 50.59 or create a significant hazards consideration as defined in 10 CFR 50.92. A discussion of the changes and the basis for our no significant hazards consideration determination are included in Attachments 2 and 3, respectively.
