AMENDMENT TO OPERATING LICENSES DPK-32 AND DPR-37 SURRY POWER STATION UNITS NO. 1 AND NO. 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE By a letter dated September 20, 1978 (Serial No. 516), we proposed changes to the Technical Specifications for Surry Power Station, Units No. 1 and No. 2 to reflect revisions to Table 4.17-1 and Table 4.17-2, These tables list hydraulic suppressor data for each unit. The proposed changes enclosed in Attachment 1 supplement our September 20, 1978 license amendment application.

By a letter from Mr. Darrell G. Eisenhut to all power reactor licenses dated

November 20, 1980, we were requested to submit a license amendment application to incorporate applicable portions of the revised inservice surveillance requirements for snubbers into the Technical Specifications for Surry Units 1 and 2. The revisions, which were in the form of revised Standard Technical Specifications, have been reformated to correspond with the Surry Technical Specifications format.

The changes which are enclosed include revised surveillance requirements for visual inspections and for functional tests, both for hydraulic snubbers and mechanical snubbers. Included in this request is a revised listing of all safety-related hydraulic and mechanical snubbers for each unit. Table 4.17-1 and Table 4.17-2 list hydraulic snubbers for Unit 1 and Unit 2, respectively.

Table 4.17-3 and Table 4.17-4 list mechanical snubbers for Unit 1 and Unit 2, respectively. The use of separate tables for hydraulic and mechanical snubbers for each unit will facilitate future updates of the safety-related snubber listing. The changes also include a proposed revision to Specification 6.5-B to require the maintenance of records of the service lives of all hydraulic and /Joo!

mechanical snubbers for the duration of the Operating Licenses.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not pose an unreviewed safety question.
