United States Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 SALEM IST MANUAL REVISION TRANSMITTAL AND REVISED 10 YEAR INTERVAL SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Gentlemen:

The Salem IST Manual for Pumps & Valves has undergone significant revision as part of the Salem Generating Station (SGS) restart effort. In accordance with NUREG 1482, Appendix A, "Updates and Revisions of the IST Program", Response to Question Group 61, the current IST Program being implemented at the station should be in possession of the NRC Staff. The NRC's expectation is that changes to the document should be submitted periodically to the NRC. In keeping with these expectations, Public Service Electric and Gas (PSE&G) is forwarding the IST "Program" portion of the IST Manual to the NRC.

Additionally, the "Interval 2" ten year Salem IST Program for Units 1 & 2 was scheduled to end on June 30, 1997. However, due to the extended plant shutdown this interval is extended for a period equivalent to the length of the outage. This extension is allowed by ASME XI, IWA-2400, "Inspection Intervals" and is supported by NUREG 1482, Section 3.3.1, "Extension of Interval." PSE&G recognizes that the NRC expects notification prior to the end of the current interval; however, the new interval end date could not be established until Salem Unit 2 officially ended its extended outage. Salem Unit 2 returned to service on August 30, 1997, officially terminating the extended shutdown. Therefore, "Interval 2" is extended by 26 months, and the new interval end date for the Salem IST Program for Units 1 & 2 is August 30, 1999. While PSE&G recognizes that Salem Unit 1 remains in an extended outage and a similar extension .

could be applied, the intent is to keep both units on the same interval schedule tied to \
