RE VEST OF ECNP IIITERVENORS TO NRC FOR THE PROVISIOiN OF FREE TRANSCRIPTS Pursuant to 45 Federal Register 49535, dated July 25, 1980, the Environmental Coalition on Nuclear Power, Inter'venors in the above captioned proceeding, requests that the Nuclear Regulatory Comnission provide these Intervenors with a copy of the transcript'of all prehearing conferences held to date in this proceeding and with copies of each day's transcripts in the evidentiary hearings in this case, whenever those hearings, take place. It is our understanding from the wording of the recently promulgated rule, entitled "Procedural Assistance in Adjudicatory Licensing Proceedings," that these transcripts, as well as other documents specified at later stages of the pro-ceeding, are to be provided free of charge.

ECNP notes, for the record, that our previous requests for transcripts and for the use of transcripts from the Local Public Document Room have been denied. This denial has had the effect of damaging our ability to respond to early motions, Board Orders, and other filings in this proceeding in such manner as to have preserved the full meaning, intent, and ability to litigate properly our original contentions.
