Dear Dr. Butler:

In our letter, PLA-87, dated October 9; 1975, we informed you that we reclassified the Fuel Pool Cooling and Cleanup System from Quality Group C to Quality Group D.

This action was based on analyses by Bechtel showing that the pool could be allowed to boil provided, that adequate make-up water was available.

Subsequent to our letter, we had discussions with your Mr. J. M. Cutchin and we have reviewed the NRC position outlined in the letter from Robert E. Heineman to J. V. Morowski. As a result,, we have decided to again classify the system as Quality Group C with the exception of the clean-up portion. The clean-up portion functions as a radwaste system and can be completely bypassed using valves in the Fuel Pool Cooling System. Consequently, the clean-up portion will be classified as Quality Group D {augmented). The PSAR will be revised. in a later amendment to show this change.
