By letter dated February 9, 1987, you provided
'a report on the Natural Circulation Cooldown Test performed at Palo 'Verde.
'Me have now completed our review of the report.
Based on that review,.we have concluded that the test results combined with the supporting analysis demonstrate that the plant meets the requirements of BTP RSB 5-1 for a Class 2 plant.
Our detailed evaluation is provided as Enclosures I and 2.
As noted in our evaluation, we recommend that you review the enclosed documents and consider the need to include in your emergency operating procedures the capability to account for rapid increases in pressurizer level if the use of the reactor head vents is a necessary method of cooldown.
