Natural Circulation Cooldown Test for PVNGS Unit 1
Dear Mr. Knighton:
Reference (1) provided approval of the one-time exception to the PVNGS Unit 1
Technical Specification to allow for the performance of the NCCD test and also Specification 3.10.9 which provided compensatory measures to be taken while the test is being performed.
During the Reference (2) telecon, the subject of the PVNGS Unit 1 Natural Circula-tion Cooldown (NCCD) test schedule was discussed.
During the
- telecon, you had requested that APS make an additional commitment not to exceed 5X power in Unit 2 until the NCCD test in Unit 1
had been completed.
We have reviewed our Unit 1
and Unit 2 test schedules and have found that making such a
commitment, at this time, is acceptable.
However, situations could arise in the future beyond our control which could alter our present testing schedule.
Should a situation arise which would delay completion of the Unit 1
NCCD test until after Unit 2
is ready to exceed 5X
- power, we will review the circumstances and resulting schedule change with the NRC staff prior to Unit 2 exceeding 5X power.
