SUMMARY

OF MEETING TO DISCUSS THE PLANNED NATURAL CIRCULATION COOLDOWN TEST A meeting was held in Bethesda Maryland on June 27, 1985 with representatives of the licensee.

The purpose of the meeting was to discuss the procedure to be used for the Natural Circulation Cooldown Test on Palo Verde Unit 1, which was submitted for staff review by letter dated January 31, 1985.

The meeting attendees are listed in the Enclosure and the meeting is summarized as follows.

~Summa r The licensee summarized the non-safety related equipment to be used during the Palo Verde Natural Circulation Cooldown Test.

The equipment identified was used during the San Onofre test and also included the reactor drain tank pumps, boric acid makeup

pumps, and the volume control tanks.

The staff found the use of the above equipment to be acceptable.

However, the licensee was requested to substantiate the use of non-safety related equipment in his post-testing report.

In order to preform the test, the licensee indicated that a temporary exception to the Technical Specifications is needed.

The staff informed the licensee that such an exception would require a license amendment.

The licensee stated that an amendment request would be submitted in the near future.

The staff requested the following information to complete its review of the proposed test.

(1)

How a single failure will be considered in the performance of the test.

(2)

Whether the letdown system will be isolated during the test.

(3)

The number of charging pumps to be used.

(4)

Whether the pressurizer heaters will be used.

(5)

How the test will be used to verify the effectiveness of the auxiliary pressurizer spray system during plant cooldown and followiIIg a steam generator tube rupture event.
