Dear Mr. Johnson:

Enclosed is Rochester Gas and Electric Corporation's (RG&E's) response to the Emergency Response Data System (ERDS) rule and requirements as outlined in reference (a) .

In accordance with reference (a), Appendix A requirements, the ERDS Transmission/Reception Plan will be implemented consistent with the attached. proposed schedule. RG&E will attempt to provide all critical safety function parameters noted in Appendix E of reference (a). However, points listed. in Appendix E but, not currently available will be identified via Data Point Library (DPL')

sheets. If not: currently available for transmission, retro-fitting of these data points is considered outside the scope of this implementation plan. Appendix F of reference (a) identifies an engineering units coding scheme. RG&E does not plan to alter existing plant: specific engineering units to correspond to these listed in Appendix F. However, conversion information will be provided on the DPL sheets and provided to the NRC in accordance with the attached schedule. This is consistent with the guidance in reference (a). Appendix I of reference (a) describes the methodology for computer point selection. RG&E will provide the selected data point information and any clarifying information with the DPL sheets.

Section 3.6 of reference (a) describes the Administrative Implemen-tation Requirements. As identified in the attached schedule, RGGE will develop or revise Emergency Plan Implementing procedures in accordance with 10CFR50.54(q). These procedure(s) will incorporate the requirement that changes to the DPL will be submitted to the NRC using the DPL Reference File Form from Appendix C of reference (a) within thirty (30) days of the change.
