Gentlemen'rovisional Operating License Ho. DPR-17 was issued by the Commission to Hiagara Mohawk Power Corporation on August 22, 1969.

The provisional license authorized Hiagara Mohawk to possess,

use,

'and operate at thermal power levels up to 1538 megawatts the Hine Mile Point Nuclear Station on the Hine Hile Paint site in the Tawn of Scriba, Oswego County'ew York.

Qith regard to th'e report of the Advisory Committee on Reactor Safeguards (ACRS), dated April 17, 1969, concerning your application fox a pravisional operating license for the Nine Nile Point nuclear Station, it is our undex-standing that aU. actions xecommended have bean carried out, >rhere neces-saxy before power operation, or are being carried aut as recommended.

The potential for xadialytic decomposition of water follmrLng a design basis accident was specifically noted in the ACES latter and has been discussed with representatives of your company and the General Electric Company at various meetings.
