By application, dated October 8, 2015 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML15281A028), Exelon Generation Company, LLC (Exelon) submitted a license amendment request (LAR) for Nine Mile Point Nuclear Station (NMPNS), Unit 1 (NMP1) and Unit 2 (NMP2). The proposed LAR would revise NMP1 Technical Specifications (TSs) limiting condition for operation 3.4.3 and surveillance requirement (SR) 4.4.3 and NMP2 TS SR 3.6.4.1.3.

The NRC staff reviewed the containment impact of the proposed change to NMPNS. The attached final request for additional information (below) is needed to facilitate our safety review.

We discussed this request on March 10, 2016, in a clarification call, and mutually agreed that your response would be provided by April 12, 2016.

REQUEST FOR ADDITIONAL INFORMATION FOR THE REVIEW OF TECHNICAL SPECIFICATIONS CHANGES TO ADDRESS SECONDARY CONTAINMENT PERSONNEL DOOR OPENINGS NINE MILE POINT NUCLEAR STATION, UNITS 1 AND 2 DOCKET NOS. 50-220 AND 50-410 By application, dated October 8, 2015 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML15281A028), Exelon Generation Company, LLC (Exelon) submitted a request that need responses to the following items to facilitate its review:

RAI-SCVB-1: TS Markup The proposed TS markup for NMP1 LCO 3.4.3 and SR 4.4.3 and NMP2 SR 3.6.4.1.3 use the insert of except when the access opening is being used for entry or exit that is not consistent with the insert of except when the access opening is being used for entry and exit as proposed in the LAR. Justify or resolve the inconsistency.

RAI-SCVB-2: Drawdown Time for NMP1 Secondary Containment Based on the NMP1 design basis including UFSAR and the dose analysis including Alternate Source Term Analysis, provide the actual time needed and the time assumed in all analyses to draw the secondary containment pressure down to 0.25 in of water less than atmospheric pressure.

RAI-SCVB-3: Proposed NMP1 LCO 3.4.3 and SR 4.4.3 and NMP2 SR 3.6.4.1.3 Revision To meet the General Design Criteria (GDC) equivalent Criterion 17 for NMP1 and GDC 16 for NMP2, provide assurance that an adequate control in terms of monitoring system and personnel training will be in place to maintain control over the secondary containment personnel door openings. Specifically, provide a specific time interval to be monitored and controlled to be considered brief.
